The Development
& Outreach and Operations Departments of Human Rights Watch (“HRW”) are seeking
a highly motivated and qualified person to provide day-to-day support in ensuring
the smooth and efficient running of HRW’s Seoul office. This position would be
an excellent stepping stone for candidates interested in developing their
skills and experience in non-profit management and leadership. The position reports
to the City Director based in Seoul, South Korea and the Senior Associate Director
of Finance based in New York.
Responsibilities:
Development and Outreach (50%)
1.
Assist with the organization and coordination of logistics for events
in South Korea;
2.
Maintain HRW’s donor databases by updating records and information,
generating financial reports, lists and queries, and overseeing data entry for
special events;
3.
Assist with gift processing, including acknowledgment and tax letters;
4.
Recruit, train, and supervise interns and volunteers;
5.
Provide administrative assistance, including making travel
arrangements, answering phones, processing mail and maintaining accurate
file-keeping; and
6.
Perform other duties as required.
Operations (50%)
1.
Act as the local finance representative and assist with the
implementation of finance policies locally;

Manage the bank accounts and cash flows for the Seoul office:
3.
Assist the Senior Associate Director in preparing, planning and
monitoring the office budget;
4.
Record all monthly financial activity into the organization’s
financial systems;
5.
Process financial transactions including bill payments, expense
reimbursements and disbursements;
6. Run internal and external financial reports;
7.
Liaise with financial service vendors such as auditors, accountants
and governmental tax offices;
8.
Assist the Senior Associate Director in handling issues in relation to
HRW’s legal, branch and charitable status;
9.
Maintain
the smooth and effective functioning of the office;
10. Handle general office maintenance and
facilities issues;
11. Liaise with suppliers and providers and
negotiate commercial and services contracts in a cost-effective manner;
12. Respond to general
inquiries and assist with visitors;
13. Maintain office
security and protocols and ensure office safety standards are in compliance
with local regulations;
14. Oversee office moves, configuration and
space sourcing;
- Act as the local
HR representative and assist with the implementation of HR policies
locally;
- Liaise
and assist HR staff in headquarters with legal and HR audit issues
locally;
- Maintain a good
understanding and working knowledge of compliance with local employment
laws, including assisting with immigration, visas and relocation of
employees;
- Assist with orientations,
onboarding and departure of local staff, fellows, consultants, interns,
and volunteers;
- Administer and
process local employee payroll, pensions, health benefits and insurance;
- Liaise with local
government offices, insurance and pension providers, and other HR service
providers;
- Maintain a
unified filing system and attendance management database;
- Liaise with
IT/helpdesk to troubleshoot computer problems and back up and update
network files as necessary;
- Liaise with IT or
the local phone service and internet provider to troubleshoot phone and
internet problems; and
- Perform other
duties as required.
Qualifications:
Education:
A
bachelor’s degree or equivalent training in finance, accounting, bookkeeping, business
administration, nonprofit management, human resources or a related field is
required.
Experience: A
minimum of two years of operations or administrative experience, preferably in
a global organization, is required. Experience in accounting, bookkeeping, nonprofit
management, and/or human resources is highly desirable.

- Strong organizational,
administrative, analytical, and financial skills are required.
- Strong
interpersonal skills, enthusiasm, and attention to detail are required.
3. Self-motivation and the ability to take initiative,
prioritize with minimal supervision, problem solve, and work independently as
well as function as a member of a team with staff in multiple locations
globally are required.
4. Ability to work well under pressure while juggling
multiple tasks simultaneously and working effectively toward deadlines is required.
- Excellent oral and written communication skills in
English and Korean are required; proficiency in additional languages is
advantageous.
- Proficiency in computer
packages including MS Office applications is required; experience with
Raiser’s Edge and donor databases is highly desirable.
- Good
judgment, discretion and the ability to maintain confidentiality are
essential.
- Experience with finance, human
resources or development databases is desirable.
Other: Applicants for this position
must possess current South Korean work authorization valid for a minimum of two
years from start date.
